Project Controls – The innovation challenge


  • There is enough evidence, produced in different countries and pertaining to different sectors, that Projects and Programmes keep failing in terms of timely and on-budget delivery.

  • This is happening in spite of the availability of more and more sophisticated tools, easier and easier communication amongst peers and with experts of all kinds.

  • At the same time, we are assisting to a digital transformation, which is causing disruptive changes in many organisations, small and large ones.

  • A number of solutions, which could potentially affect the way in which all kinds of activities are executed in a more effective manner, is still grossly unexplored.

  • Controlling the Projects-Programmes, which either create or modify the so-called Built Environment, is still a top priority at global level.

A smart control of the extremely large amounts of investments involved may also lead to making more funds available for new Projects-Programmes, which may contribute to the creation of a better environment.

The Challenge

In an environment that could and should exploit the opportunities offered by the above-mentioned digital transformation, the challenge of Project Controls is of different natures, as outlined below.

a) Different types of organisations should engage in a review of their current modus operandi

Examples of organisation types are:

  • Public owners-operators

  • Private owners-operators

  • Service providers (Consultants, Designers, Engineers)

  • Manufacturers

  • Suppliers of goods and IT solutions

  • 1st Tier Contactors

  • Subcontractors

  • Academia

  • Start-ups

b) The way in which each one of the above-mentioned organisations interacts and collaborates with the others is an aspect that is often underestimated

Examples of interactions are:

  • Which data should be exchanged amongst the participants to a Project-Programme?

  • Which new processes should be introduced in order to replace the old and inefficient ones?

  • How can a traceable information thread be maintained throughout the asset lifecycle?

  • How can a collaborative approach be rewarded?

  • What are the training and cultural implications of the new ways of working?

  • What is the most effective process supporting the data exchange?

  • How can data-information be organised and classified in order to optimise the ongoing exchange

  • How can the benefit of the disruptive change be quantified in order to justify the investment?

Some answers to some of the existing questions have already been provided but a huge amount of work is still required.

Identifying why, how and what should be automated and innovated in Project Controls is an urgent matter.
